Why did Tenshinhan seem to forget Super Saiyan?

 Mostly, it's a questionable writing choice. In-universe, there's an explanation, albeit somewhat weak.

First, Tien had only seen SSJ Goku and SSJ Trunks from a good distance away. Now Tien is seeing Goku fight #19 up-close. There seems to be a difference between sensing ki from a distance and experiencing it up-close. Piccolo seeing Goku and Frieza fighting is a good example. Piccolo says something about almost not being able to be in the presence of two such titanic powers. (not sure if in manga too).

Second, it's been three years. That's a relatively long time. Perhaps it's long enough for it to be like the first time again. Evidently, it was long enough for the author to forget that Tien had seen SSJ Goku before.
We Super Saiyans are in a league of our own.

 All that quote implies is that Sick SSJ Goku is far superior to SSJ Goku from 3 years prior.

He had never felt Goku's SSJ power after the three year timeskip. I think it's safe to say that Ten was just impressed with how much more powerful Goku was now.
